if you are restricted to the thorax I think i'd go for either a full gank with a centus shockwave and ECM drones to try and give you some form of vague tank. the largest plate you can and small neutron blasters + damage drones

I guess after all the nerfs probably Caldari for PVE and probably quite good PVP after patch or minni for PVP. Gallente are getting nerfed to hell with various changes, amaar are still a bit crap from when they got nerfed to hell a few years ago....
